A magazine pouch has one job with two contradictory halves: hold the magazine through a sprint, and release it the instant you want it. Adjustable retention is how you get both.

Magazine pouches are the least interesting thing on a competition belt and one of the easiest to get wrong. The failure mode is not dramatic — you do not usually lose a magazine in a way you notice. You reach for one under time, find the pouch empty, and spend the next second and a half working out what happened.

Adjustable retention is the whole specification
Everything else about a magazine pouch is secondary to this. Retention needs to be strong enough that a magazine survives you sprinting between positions, dropping into a low port, and rolling around a barricade — and weak enough that the magazine comes free the moment you pull, without a fight.
Those two requirements are in direct tension, and the resolution is a tension screw you can set yourself. Fixed-retention pouches make a guess about your magazines, and it will be slightly wrong: magazine bodies vary by manufacturer, polymer bodies swell in heat, and a metal body slides differently from a polymer one.
How to set it: tighten until the pouch holds a loaded magazine with the belt turned upside down and shaken, then back off in small increments until the draw feels clean. Re-check after your first hot match — polymer moves.
Kydex versus nylon
Kydex holds its shape when the magazine is out, so reinserting under time is a matter of dropping it into an open hole. Nylon collapses, so reinsertion becomes a two-handed fumble. On a stage where you retain a partially loaded magazine rather than dumping it, that difference is the whole ballgame.
Kydex is also noisier and slightly heavier, neither of which matters when there is a shot timer running.
The exception is a hybrid: a MOLLE nylon shell with a Kydex insert. That gets you Kydex retention on a plate carrier, which is the right arrangement for tactical-games formats where the load moves off the belt.
Angle, and why it is worth paying for
The angle a magazine presents at determines whether your hand arrives already in the correct orientation or has to rotate the magazine on the way to the gun. A multi-angle adjustable pouch lets you tune this to your own reload rather than adapting your reload to the hardware.
It is worth spending an evening on. Load the belt, do fifty dry reloads, and adjust the angle a few degrees at a time. The gain is small per reload and there are a lot of reloads in a match.
Belt attachment: the part people ignore
Tek-Lok style clamps. Clamp around the belt and stay put. Fiddly to reposition, which is a feature once your layout is settled.
Belt loops and slots. Simple and secure, but the pouch has to come off the end of the belt to move.
Clips. Fast to reposition, and the least secure. Fine for a range session, questionable on a stage.
Whichever you choose, the pouch must not rotate on the belt. A pouch that pivots a few degrees each time you draw from it will quietly wreck the consistency you built the whole rig for.

Ambidextrous is worth having even if you are right-handed — it makes the pouch resaleable and covers you if you change your layout.
How many, and where
For USPSA, four pistol pouches is a normal full rig and buying a matched set is cheaper and more consistent than buying four singles. For 3-Gun, two pistol pouches and one or two rifle pouches is a more realistic belt, because the shell caddy needs the space more than a fourth pistol magazine does.
Order on the belt, from the buckle backwards, should follow the order you will reach for things. Set it, dry-practice it, adjust once, then stop moving it — see competition belts and holster setups for the belt underneath all of this.

Why is open-top nylon the skip pick?+
Because it relies on friction that relaxes as the nylon does, and competition means running, going prone and climbing. A magazine that leaves the pouch mid-stage is at best a lost reload and at worst a safety issue depending on where it lands. Kydex with an adjustable screw costs a few dollars more.
How many pistol magazines do I actually need on the belt?+
USPSA: enough to finish a stage with a margin, which is usually four. 3-Gun: usually two, because the pistol is one of three guns and belt space is contested. Check the stage briefings for your local matches — the round counts tell you.
Bullets forward or backward?+
Whichever puts the magazine in your hand already oriented for the gun. Most shooters run bullets forward for a pistol reload where the support hand comes across the body. Test both with dry reloads on a timer; the one that is faster for you is the right one.
Do I need dedicated rifle pouches for 3-Gun?+
One or two, yes — enough for the reload you know is in the stage. Full rifle loads generally get staged rather than carried, and the rulebook has a section on the long gun staging area for exactly that reason.
